The “secret” James Bond inventions with which Marlaska wants to equip the Civil Guard

Drones, cameras that automatically read license plates and cross them with Interior databases, smart mobile trackers, disposable location beacons … The list of “confidential” inventions that Interior wants to incorporate into police work is worthy of a film of 007 and would represent a qualitative leap in the field of security.

Interior aims to equip state security forces and bodies with unprecedented technical means: smart cameras that cross car license plates in real time with its databases, facial recognition systems to find the most wanted at events Crowds such as concerts, aerial video surveillance drones that automatically detect marijuana crops , mobile sweeping systems to locate suspicious phones, disposable low cost trackers that stick or everyday objects …

This is a long list of equipment that, in the opinion of the Interior, would be required by the state security forces and bodies. However, there is a big stumbling block: “the existing solutions in the market do not satisfy the required needs”. That is, either they do not exist, or those that are sold do not work .

For this reason, the Ministry of the Interior has developed an agreement with the CDTI (Center for Industrial Technological Development), an agency under the Ministry of Science and Innovation seeking to make these projects a reality.

In addition, it is an initiative that will be covered by a halo of secrecy since the projects will be ” confidential even after the agreement has been terminated “.

An agreement that, in addition to improving state security with film equipment, also seeks to promote national R & D & I through the figure of innovative public purchasing.

The development of these ambitious projects based on four different security scenarios consists of several steps: a preliminary phase of market exploration, a phase of blueprint design, a phase of development of prototypes and controlled tests and a final phase of “pre-verification -operational “, in which inventions will be tested” in the environment proposed by the Civil Guard “.

SCENARIO 1: THEFT PURSUIT

” Theft of agricultural machinery components or goods of cultural interest . Innovative solutions should make it easier for Civil Guard officers to detect subtractions of agricultural machinery components or goods of cultural interest of high economic or cultural value in rural areas, as well as monitoring of these, most of these subtractions are carried out at night and the transport of the stolen goods is done by road, the document details.

To do this, they seek to develop an “innovative solution” that includes: ” low cost marking elements / beacons ” to be installed on “susceptible to be stolen” goods.

However, the invention they seek is much more complex and must include a “detection system” that can be installed “simultaneously” in “fixed ground positions ( roads ), mobile ground positions ( patrol vehicles ), and mobile aerial positions ( unmanned aerial vehicles ), in support of previous ground positions. “

Likewise, it is foreseen that all these systems will have a “dial / dance detector that will send an alarm if they are outside its operating area”, a ” license plate recognition system “, and a “mobile phone detector” .

In addition, they also include alert systems in the event of pipeline cuts or risk systems, automatic data processing systems and an information and alert display system .

SCENARIO 2: CONTROL OF MASSIVE EVENTS

In this scenario, the Viña Rock festival is explicitly mentioned, which is attended by millions of people every year.

A field of work for which they promote two areas of action: the first to identify people “with pending issues with justice at the control points and access to the event” and a second that allows them to locate “valuables (mobile phones, wallets, etc.) stolen from those attending the event. “

For the first area of action, they provide a license plate recognition and mobile phone detection system like the ones in the previous scenario.

Likewise, it also specifies the need to implement a “people recognition system (for example facial recognition system ) to be installed at the access control point itself at the entrance to the event”.

Facial recognition systems are controversial worldwide. In countries where they are already hiring, like the United States, some states like California have banned them . In addition, some of the world’s leading technology companies have proposed a moratorium on the use of this type of technology.

For its part, the European Union considered implementing measures similar to those of California but finally left it to the discretion of the countries to adopt legislation in this regard .

For the second scenario (finding lost or stolen objects) the idea is to use beacons or “lures” of “low cost” and “to be reusable ” to install on objects that may be stolen. Specifically, the specification mentions elements such as “mobile phones or wallets”.

This system will be accompanied by another detection system designed to alert about the presence of the elements removed during the celebration of the massive event .

SCENARIO 3: MARIHUNA PLANTATIONS

The third scenario focuses on the search for and recognition of illegal Marijuana plantations .

“Detection of marijuana plantations. Innovative solutions should allow the detection of marijuana plantations located outdoors (indoor plantations are excluded) by agents of the Civil Guard . These outdoor plantations can be both open and covered with plastics (greenhouses), “explains the document.

As a concrete example, they present the case of the plantations present in the province of Almería .

To do this, they are looking for a solution with “unmanned aerial vehicles [ drones ] with different types of sensors on board: chemical, RGB, infrared , etc”.

The specification contemplates that these drones have an autonomous operation capable of sending alerts and notifications automatically when they find any suspicious plantation .

SCENARIO 4: HUNTING AND ENVIRONMENTAL CRIME

In this section, different areas with activities such as hunting, environmental crimes, polluting spills and fires are contemplated .

In the area related to “poaching and hunting activities in general” a solution is proposed with “cameras or sensors deployed in ground positions”, the use of ” unmanned aerial vehicles with sensors and cameras on board ” and a tracking system .

Inventions designed to control hunting and poaching that would also be used for the “detection, monitoring and prediction of fire behavior ” and for the “characterization of potentially contaminated areas as a consequence of illegal spills , both on the ground and in water ” .
